no it is free. I never been there but this is what a freind told me .I want to hit it one day for the Eyes.

If you have a NJ fishing license you can use the ramp without any extra permit. Just have an extra copy to put on the dashboard of your vehicle. There are a handful of Wildlife Managemane Areas that require this.
